Climate Risk Assessment of Energy Infrastructure

 

Activities:

​

  • Encourage LUCELEC to undertake a climate risk screening of its generation, transmission and distribution infrastructure.

  • Identify the elements of LUCELEC’s operations that are vulnerable to climate change impacts and natural disasters.

  • Incorporate the findings of the Climate Risk Screening into the long-term infrastructure development planning of LUCELEC.

Back-Up Electricity for Critical Services

 

Activities:

​

  • Conduct an assessment of all services and facilities that are critical to business continuity or government operations to determine back-up energy needs.

  • Install back-up energy systems at all hospitals, health centres, fire and police stations, emergency shelters, water treatment plants, water supply stations, air and sea ports.

  • As much as possible, back-up systems should be supplemented with solar-photovoltaic or another reliable renewable energy source, with adequate battery storage.

Hardened Transmission and Distribution Infrastructure

 

Activities:

​

  • Provide support to LUCELEC to allow it to implement a phased program to bury all of its transmission and distribution lines in order to reduce vulnerability to extreme weather events.

  • Wherever possible, bury all telecommunications lines at the same time.

  • Harden all other energy transmission and distribution infrastructure to make it more resistant to the impacts of climate change and natural disasters.

Climate-Smart Energy Sector Planning

 

Activities:

​

  • Identify the energy efficiency activities that should be pursued in the various economic and social sectors to reduce the demand for energy and improve the cost-effectiveness of energy supply to these sectors.

  • Wherever practicable, consider the opportunities to decentralize the generation and transmission of energy in order to build redundancies and increase the resilience of the national grid to natural disasters.
